Is the US Military “Working to Rule”?

In the world of organized labor “working to rule” is an old trade union tactic: if workers actually obey all the rules in a company’s rule book the company will grind to a halt. Since it’s perfectly legal to do what the rules say you should do, you can’t be fired. So working to rule puts pressure on the employer without the downside of a strike.

According to Larry Johnson of No Quarter, a man who has the background and connections to know what he is talking about (and has this article with an excerpt from Jonathan Alter’s new book on Obama’s first year to back him up), the military is responding to the lack of leadership from the Oval Office in the same way.
